Margaret Chan emerged from the SARS crisis as one of the public faces of a city under strain, responsible for decisions that touched quarantine, communication, and confidence. As Director of Health in Hong Kong, she occupied a position where every choice had immediate consequences: whether hospitals were isolating enough, whether the public was being told enough, and whether the city’s response was firm enough to interrupt transmission without collapsing ordinary life.
