As head of the Sleman disaster management office, he worked in the operational space between volcanologists, local administrators, police, soldiers, and villagers. If Surono represented the mountain’s scientific interpretation, Marzuki represented the effort to turn that interpretation into beds, buses, routes, and shelter discipline.
His importance lies in the unglamorous mechanics of evacuation. People often imagine disaster response as a dramatic race against time, but on Merapi it was also administrative work: identifying shelters, organizing transport, coordinating with village heads, and trying to keep displaced residents supplied and accounted for. That work becomes decisive when tens of thousands must move in days. The success of the 2010 evacuation depended on officials like Marzuki who could coordinate under pressure without waiting for perfect information.
